FR/GHG emissions: 190 Mt CO2e in the 1st half of 2025, 0.6% lower than in 2024 (Citepa)

190 Mt CO2e is the volume of GHG emissions in France in the first half of 2025, as pre-estimated by Citepa (French study centre on atmospheric pollution) in its monthly emissions barometer for the period, published on 10/10/2025. The figure is 0.6% lower than for the same period in 2024, at 191 Mt CO2e.

"After a slight increase of 0.9% (+1 MtCO2e) in the first quarter of 2025 compared to 2024, emissions fell by 2.5% (-2.1 MtCO2e) in the second quarter. This decline was mainly driven by the manufacturing and construction sectors, with respective decreases of 10% (-1.4 MtCO2e) and 6% (-0.6 MtCO2e) between the second quarters of 2024 and 2025. At the same time period, numbers show an increase of 1.5% (+0.5 Mt CO2e) for building use and 1.3% for agriculture/forestry (+0.5 Mt CO2e)", states Citepa.

Trend between the first semester 2024 and 2025 by key sectors:

• Emissions from the transport sector are down by 1.3% compared to the first half of 2024. The emissions of this sector dropped in the third year in a row.
• Emissions from agriculture and forestry have increased by 1.3%, following a decline of 1% in the same period in 2024.
• Emissions from manufacturing and construction decreased by -4.3% in the first half of 2025, following a 2.3% decrease at the same period in 2024.
• Emissions from the energy production industry are up by 0.2% in 2025, following a 14.1% drop in the first half of 2024.

"For 2025 as a whole, the forecast barometer anticipates a slight decrease in GHG emissions at the national level, estimated at -0.8% or -2.9 Mt CO2e compared to 2024. However, this decrease remains well below the pace needed to achieve the targets for the 2022-2030 period, set at around -5% per year in the provisional version of our national strategy to reach climate neutrality by 2050 (SNBC 3)", declares Citepa.
