EU GHG emissions : 3,3 billion tonnes estimated in 2025 ; a 17.2 % decrease since 2015 (Eurostat)
In 2025, the greenhouse gas emissions (GHG) from the EU’s economy and households were estimated at 3.3 billion tonnes of CO2 equivalent, covering all economic activities and households combined. This represents a 17.2% decrease compared with 2015, according to early estimates for 2025 presented by Eurostat on 16/06/2026.
This is the first time that those data are released six months after the end of the reference year.
According to Eurostat, in 2025, most sectors of the economy emitted less greenhouse gases than in 2015 :
• Emissions from the energy sector (supply of electricity, gas, steam and air conditioning) fell by 45.3%, while emissions from mining and quarrying decreased by 33.3%.
• Emissions from manufacturing declined by 16.0%, household emissions fell by 14.7% and services sector by 11.9%.
• Reductions were also recorded in agriculture, forestry and fishing (-5.9%) and in water supply, sewerage, waste management and remediation activities (-2.6%).
In contrast, emissions from the construction sector and transportation and storage increased by 11.4% and 10.9%, respectively, the dataset shows.
Within the EU, GHG have decreased in 23 countries between 2015 and 2025, and increased in 4. The largest reductions were estimated for Estonia (-41.7%), Finland (-30.7%) and Germany (-27.3%). Increases were estimated for Malta (+169.4%), Cyprus (+10.7%), Lithuania (+9.5%) and Romania (+5.4%).
While the GHG emissions decreased for most countries, all EU countries increased their gross domestic product (GDP) in the same period. The EU economy as a whole increased its GDP by 17.5%, adds the Eurostat note.
Methodological notes
« The data are estimates by Eurostat, except for the Netherlands, Slovenia, Sweden and Spain which provided their own data.
This early estimate for 2025 is produced for the first time, with a new methodology. It is the sum of the 4 quarters of the air emissions accounts for greenhouse gases by NACE Rev. 2 activity, using the statistical classification of economic activities in the European Community (NACE).
This new methodology produces a first estimate 7 months earlier than Eurostat’s previous method but with a higher estimation error.
Eurostat will revise the estimate in August. Emissions are attributed to countries’ economies and to the EU economy according to the place of residency of the economic units, in line with the European System of Accounts and the System of Environmental-Economic Accounting (SEEA) ».
