"We find that Sweden and France have low shares of GDP facing transition risk (8 and 9%), while Poland and Bulgaria have high shares of GDP facing transition risk (43 and 33%). The main driver is a country’s carbon intensity, the main dynamics are its transition preparedness", outline the authors of study titled "Measuring GDP at risk in the low-carbon transition" and published by the Bruegel think-tank on 25/08/2025. "Our results indicate the potential losses in GDP when the energy transition happens. Countries may adopt mixed strategies of speeding up transition in certain sectors and slowing it down in others, but they cannot insulate sectors from transition pressure forever. At some point, high-carbon sectors will become obsolete, leading to lost GDP. The policy challenge is to reduce GDP exposures to the energy transition", they continue. This study advises countries and policy-makers to: • Stimulate change towards low-carbon activities with a combination of taxes for high-carbon technologies and R&D subsidies for low-carbon technologies; • Accelerate reallocation of labour towards low-carbon technologies and sectors by investing in education and retraining.

"We need to deploy CCUS on a large scale in order to capture 2.4 Mt/year of CO2 by 2030, thereby reducing our emissions by 50%. To complete these projects, we have identified a number of obstacles to be overcome, in particular the cost of electricity. Eventually, we will have to double the electrification of cement plants, and the challenge is to make it competitive," Laure Hélard, Managing Director of France Ciment, told News Tank on 29/08/2025. France Ciment is a trade organisation that brings together five French manufacturers of clinker and cement (Lafarge, Vicat, Heidelberg Materials, Eqiom and Imerys). They operate 20 cement plants in France. The industry produced 10,505 tonnes of clinker (a constituent of cement) and 15,378 tonnes of cement in 2023. It represents 4,515 direct jobs and 22,000 indirect and induced jobs. It emitted 10 Mt/year of CO2 in 2015. " Combustion accounts for around a third of our emissions. Generally speaking, decarbonisation is a key issue for the sector, and we have dedicated a roadmap to this, to be published in 2025", adds Laure Hélard. She answers News Tank's questions.

'Biodiversity is a complex matter. Depending on the area concerned, some practices would favour certain species and harm others. Creating a rating system that reflects biodiversity as a whole is an extremely difficult exercise in itself. The aim is to produce something meaningful that provides information on the major well-known trends. While a consensus has been reached on favourable practices, such as reducing pesticides and ploughing, and the presence of hedges and meadows, there is not necessarily a consensus on the extent of potential benefits, which may depend on specific parameters (e.g. the type of tree species in the hedge). Therefore, it will be difficult to reach a complete consensus on the scoring method. Moreover, no single indicator has achieved complete consensus in international bodies.
