INTERTANKO's concerns about the Net-Zero Framework

INTERTANKO (the International Association of Independent Tanker Owners) expressed concerns about the Net-Zero Framework (NZF), on 22/09/2025, in London.

NZF plans to impose a global fuel standard and a pricing mechanism with set prices for GHG emissions from ships. The aim is to encourage the shipping industry to reduce emissions in order to comply with the global fuel standard. The NZF will be submitted for adoption at the International Maritime Organization's (IMO) Marine Environment Protection Committee's second extraordinary session (MEPC/ES.2), which will take place in London from 14 to 17 October 2025.

INTERTANKO expressed their need to use transitional pathways, such as liquefied natural gas (LNG) and biofuels during the energy transition. INTERTANKO members have asked that these pathways remain open within the IMO's NZF. To this end, INTERTANKO has declared that it is proactively engaging with governments before and during the MEPC ES.

Notwithstanding the expressed concerns, INTERTANKO reiterates its support for a single international regulatory framework to reduce GHG emissions from international shipping. It outlines what the industry has done to reach the 2030 target, including:

• the increasing use of energy-saving devices (including wind-assisted propulsion)
• the evolving sustainable biofuel market the use of LNG and, in the longer term, e-LNG
• equipment for onboard carbon capture and storage
• the introduction of new, more energy-efficient vessels.
