EU Deforestation Regulation: Call for a ‘Stop-the-Clock’ by 20 European associations

20 European organisations representing major players of the wood industry and forestry expressed concerns about the latest amendments proposed by the European Commission to the EU Deforestation Regulation (EUDR) in a statement released on 27/10/2025. At the Environment Council in Luxembourg on 21/10/2025, the Commission proposed changes to the EUDR. The proposed timeline is to postpone the regulation's entry into force until 30/12/2026 for small and micro enterprises (SMEs) only, and to grant a six-month grace period for checks on medium and large enterprises, while maintaining the 30/12/2025 deadline for entry into force. The twenty organisations, including business associations such as the European Confederation of Woodworking Industries (CEI-Bois) and the Confederation of European Forest Owners (CEPF), have asked the European Commission to introduce a 'stop-the-clock' mechanism for the Deforestation Regulation. This measure would give them more time to enable a reassessment of the Regulation's impact and implementation.

INTERTANKO's concerns about the Net-Zero Framework

INTERTANKO (the International Association of Independent Tanker Owners) expressed concerns about the Net-Zero Framework (NZF), on 22/09/2025, in London. NZF plans to impose a global fuel standard and a pricing mechanism with set prices for GHG emissions from ships. The aim is to encourage the shipping industry to reduce emissions in order to comply with the global fuel standard. The NZF will be submitted for adoption at the International Maritime Organization's (IMO) Marine Environment Protection Committee's second extraordinary session (MEPC/ES.2), which will take place in London from 14 to 17 October 2025. INTERTANKO expressed their need to use transitional pathways, such as liquefied natural gas (LNG) and biofuels during the energy transition. INTERTANKO members have asked that these pathways remain open within the IMO's NZF. To this end, INTERTANKO has declared that it is proactively engaging with governments before and during the MEPC ES. Notwithstanding the expressed concerns, INTERTANKO reiterates its support for a single international regulatory framework to reduce GHG emissions from international shipping. Data: 16% of EU GDP at risk of low-carbon transition, 9% in France, 43% in Poland (Bruegel study)

"We find that Sweden and France have low shares of GDP facing transition risk (8 and 9%), while Poland and Bulgaria have high shares of GDP facing transition risk (43 and 33%). The main driver is a country’s carbon intensity, the main dynamics are its transition preparedness", outline the authors of study titled "Measuring GDP at risk in the low-carbon transition" and published by the Bruegel think-tank on 25/08/2025. "Our results indicate the potential losses in GDP when the energy transition happens. Countries may adopt mixed strategies of speeding up transition in certain sectors and slowing it down in others, but they cannot insulate sectors from transition pressure forever. At some point, high-carbon sectors will become obsolete, leading to lost GDP. The policy challenge is to reduce GDP exposures to the energy transition", they continue. This study advises countries and policy-makers to: • Stimulate change towards low-carbon activities with a combination of taxes for high-carbon technologies and R&D subsidies for low-carbon technologies; • Accelerate reallocation of labour towards low-carbon technologies and sectors by investing in education and retraining.

190 Mt CO2e is the volume of GHG emissions in France in the first half of 2025, as pre-estimated by Citepa (French study centre on atmospheric pollution) in its monthly emissions barometer for the period, published on 10/10/2025. The figure is 0.6% lower than for the same period in 2024, at 191 Mt CO2e. "After a slight increase of 0.9% (+1 MtCO2e) in the first quarter of 2025 compared to 2024, emissions fell by 2.5% (-2.1 MtCO2e) in the second quarter. This decline was mainly driven by the manufacturing and construction sectors, with respective decreases of 10% (-1.4 MtCO2e) and 6% (-0.6 MtCO2e) between the second quarters of 2024 and 2025. At the same time period, numbers show an increase of 1.5% (+0.5 Mt CO2e) for building use and 1.3% for agriculture/forestry (+0.5 Mt CO2e)", states Citepa. "In 2024, the EU imported €11.1 Bn worth of solar panels, €2.9 Bn of liquid biofuels, and €0.5 Bn worth of wind turbines from extra-EU countries, totalling almost €14.6 billion in imports of green energy products", analyses Eurostat on 09/10/2025. The value of imported solar panels and liquid biofuels decreased by 43% and 25%, respectively, compared to 2023, due to a drop in prices, while the value of imports of wind turbines rose by 102% since 2023. The EU exported €0.7 Bn worth of solar panels, €1.8 Bn in liquid biofuels, and €2.8 Bn in wind turbines, totaling €5.3 Bn of green energy products' exports. China and India are the main import partners for green energy products in the EU. China accounted for 98% of solar panels' imports in the EU both in 2023 and 2024, and for 24% of liquid biofuels in 2024, compared to 36% in 2023. "EU Member States have reduced their total water abstraction by 19%, from 242.000 M m³ in 2000 to 197.000 M m³ in 2022, due to better water conveyance (transport of water from its source to where it is needed), efficiency of use, and socio-economic changes. However, the goal to reduce water abstraction to below 20% of renewable freshwater resources by 2020 has not been achieved in all European river basins, and it seems unlikely that this will be achieved soon. Most water is abstracted for electricity cooling, agriculture, manufacturing, and public water supply", highlights the European Environment Agency in its 2025 Environment and Climate report. The largest economic sector for water abstraction is the cooling of electricity generation, which accounts for 22% of the total in 2022. Agriculture accounts for 29% of total water abstraction in 2022, public water supply for 21% and manufacturing for 15%. "Standardisation is a real lever for economic gains. The second lever is to increase the production capacity of the sites. Then we need to get digestate out of its current 'waste' status, and also to have the possibilit to build on farmlands", told Arnaud Bossis, Managing Director of French company CVE Biogaz, to News Tank on 04/12/2025. " We are aiming to produce 1.5 TWh by 2030. This represents around fifty medium-power sites. To produce 1.5 TWh, we need to mobilise 1.2 million tonnes of organic waste to feed our sites. That's roughly the same amount of fertiliser that we will be producing. And we could recover 50,000 tonnes of bioCO2 by equipping 50% of our sites with a recovery unit. This CO2 could be used to make e-fuels. The price of organic materials is tending to rise. Today, producers sell organic matter to the methanisation market, and this has an impact on the cost of producing biomethane. Three West European ports groups launched the Global FLOW (Floating Offshore Wind) Ports Alliance, a first step to bring together major floating offshore wind ports across the world, announced the ABP (Associated British Ports), one of the founding partners, on 14/11/2025 at Renewable UK’s FLOW Conference in Aberdeen (Scotland). Partners include the French company Brest Port, in Britanny, as well as Shannon Foynes Port, Ireland’s second largest port operator, before some other ports across Europe join the Alliance. The partners will collaborate on FLOW port design, standardisation, and best operational practices as they emerge through demonstration projects.
