France: Current situation, conditions and benefits of the emergence of an e-SAF sector (IGF/IGEDD report)

To assess the current situation, future prospects and benefits for France of an e-SAF production sector: this is the subject of a report submitted to Philippe Tabarot, Minister for Transport, by a joint task force comprising the General Inspectorate of Finance (IGF) and the General Inspectorate for the Environment and Sustainable Development (IGEDD), on 29 September 2026.
The blending of e-SAF into aviation fuel is an effective means of decarbonisation, and the European RefuelEU Regulation provides for a mandatory e-SAF blending mandate from 2030.

However, the industrial-scale production of these fuels does not yet exist. The review identified 80 industrial projects across Europe, some of which are at an advanced stage, particularly in France, but their financing plans are struggling to…
