On 23 July 2026, the French Ministry of the Economy and Finance published a series of practical guides intended for contracting authorities, to assist them in drafting their tender specifications, which must include a sustainability component from 22 August 2026 onwards, following the entry into force of the Climate and Resilience Act and its Article 35.

These regulatory changes mean that public procurers and concession-granting authorities must systematically incorporate sustainability considerations into their procedures, both in terms of award criteria and performance clauses.
