FR: The Council of State has annulled the decree on grants for the forest regeneration scheme

The Council of State quashed the decree of 2 May 2025 relating to grants for the forest regeneration plan, in Paris, on 15 July 2026.
Following a referral by the NGO Canopée, the highest administrative court found that there had been no prior public consultation on this decree, which set out the subsidies for the government’s plan to plant 1 billion trees by 2032, launched in 2023. The decision deprives the order and the specifications setting out the conditions for the allocation of grants of their legal basis, and requires a complete overhaul of the strategy for adapting forests to climate change.

“Monique Barbut, Minister for Ecological Transition, cannot simply regularise the existing scheme. She must review her strategy,” says Sylvain Angerand, director of Canopée.
