ENVI Committee voted in favour of the agreement reached on the MSR and discussed the invalidation clause

The ENVI Committee voted in favour of a draft report on the provisional agreement reached on the targeted amendment of the market stability reserve (MSR2) for the new EU emission trading system for the buildings, road transport and additional sectors (EU ETS2), by 60 to 16, and 6 abstentions, on 07/07/2026, during an ordinary meeting in Strasbourg.

The provisional agreement reached on 10/06/2026 during the first and final informal trilogue aimed to confirmed the core elements of the Commission proposal.
