Tackling ultra-fast fashion: the French Senate definitively passes the bill

The bill aimed at reducing the environmental impact of the textile industry was definitively passed by the Senate during the public sitting on 29 June 2026, two years after it was first tabled.

The bill had been passed by the National Assembly on 25 June, with 338 votes in favour out of 489 voters, including two amendments, notably the Government’s amendment aimed at “adapting certain provisions to allow for better coordination with European law”.

As Mathieu Lefèvre, Minister for Ecological Transition, stated before the National Assembly, the draft bill aims to activate two measures to combat ultra-fast fashion:

• Firstly, the pricing lever, by introducing a “substantial penalty” system (up to 40 per cent of the product’s price) for non-European ultra-fast-fashion platforms. This penalty will also help to raise prices that are “currently derisory”.
