Pesticides: enforcement action brought by the “Justice pour le vivant” collective against French State

"We are lodging an application for enforcement with the Paris Administrative Court of Appeal so that it may order the French State, subject to a daily penalty, to implement its decision of 3 September 2025", which ordered it to reform its protocols for the assessment and authorisation of pesticides, announced the “Justice pour le vivant” collective on 23 June 2026.

Specifically, the State had:
• 24 months to update its pesticide assessment protocols;
• 6 months to draw up a timetable for reviewing marketing authorisations that had not been adequately assessed in the light of the latest scientific knowledge regarding their impacts on biodiversity.

With this new appeal, “the aim is not to multiply legal disputes on the merits of the case, but to ensure that this court ruling is actually enforced. The action plan submitted by the government contains numerous flaws and fails to meet the obligations,” says Émilien Capdepon, campaigner at Notre Affaire à Tous, one of the organisations forming the collective.
