Natural disasters: the French Government’s commitments to strengthen the insurance system

"Providing better support for overseas territories, developing the 'Cat Nat' scheme (the natural disaster compensation scheme) to ensure its long-term sustainability, and strengthening prevention and vulnerability reduction": these are the three key areas of focus undertaken by the French Government to consolidate the insurance system for climate risks, as announced by Roland Lescure, Minister for the Economy, on 15 June 2026.

He was speaking following the presentation of the first report by the Insurability Observatory, which focuses on detached houses and the main natural disaster risks, and was commissioned from the Caisse Centrale de Réassurance (CCR) as part of the French National Climate Change Adaptation Plan (PNACC-3).

The main conclusions are as follows:
• "In 100% of French municipalities, homes are covered by at least one insurer;
• In 97.7% of mainland municipalities, the housing situation is normal (dark green), meaning that the number and concentration of insurers are within the norm".
