Restoring biodiversity: "Laws and targets are not enough ; EU must focus on implementation" (J. Roswall)

"Overall, the EU has significantly strengthened biodiversity policy and legal frameworks since 2020, but laws and targets are not enough. The next phase now must focus on implementation", said Jessika Roswall, Commissionner for Environment, Water Resilience and a competitive circular economy, during an exchange of views on the EU's 7th National Report to the Convention on Biological Diversity at the ENVI Committee on 01/06/2026.

This discussion comes ahead of COP17 in Yerevan in October 2026, which will serve as the midpoint review of global efforts to meet the 2030 biodiversity targets.

"We are preparing for this COP17. There, for the first time since the framework was adopted, governments will take stock on global progress toward their 2030 targets through the Global Review of Implementation. And this review matters because biodiversity loss continues at alarming pace", continued Jessika Roswall.

"The implementation of the Kunming-Montreal Global Biodiversity Framework therefore remains a priority for the Commission, but the EU cannot deliver it by itself", she said. According to…
