EC: entry into force of the revised Waste Shipment Regulation, launch of the DIWASS declaration platform

Most provisions of the revised Waste Shipment Regulation (WSR; 2024/1157) enter into application on 21/05/2026, announces the Commission. This includes the launch of the Digital Waste Shipment System (DIWASS), the EU's electronic platform to digitally process waste shipments and simplify procedures, which must be used as of today by all national authorities and economic operators. PIC (prior informed consent) procedures, applying to hazardous waste, mixed municipal waste, waste destined for disposal, and mixed or contaminated waste, now need to be processed through DIWASS.

While PIC procedures may now only be executed electronically, the EU and its Member States agreed to a flexible approach for green-listed waste (non-hazardous waste destined for recovery). Under this approach, operators may continue to use the old paper procedure until 31/12/2026, allowing additional time to adapt to digitalisation, while ensuring continuity of cross-border recycling flows.
