OJEU: publication of the joint procurement agreement for the acquisition of a common CBAM platform

The joint procurement agreement, which aims to enable the European Commission and the 27 Member States to jointly purchase a common central IT platform for the CBAM, was published on 20/01/2026.

It defines the legal and operational framework for this cooperation: the role of the Commission as contracting authority on behalf of the Member States, membership/withdrawal procedures, distribution of rights and obligations, governance of the project (committees, joint decisions), as well as the rules for financing and sharing costs (development, maintenance, upgrades).

The platform will serve as a register and centralised tool for managing CBAM registrants, monitoring imports, calculating and declaring embodied emissions, purchasing and managing CBAM certificates, and carrying out checks and exchanging information between national authorities and the Commission.

The agreement also covers data protection, system security, intellectual property on the platform, procurement rules (compliance with EU public procurement law) and mechanisms for settling disputes between the parties.
