FR / Biogas Production Certificates (BPC): Have-your-say on the post-2028 trajectory (MTE)

A consultation on the post-2028 trajectory for the incorporation of biomethane via the Biogas Production Certificates (BPC) French scheme is open from 04 to 27/05/2026. The aim is to gather the views of stakeholders on the level of ambition of the trajectory and the conditions for its implementation.

This support scheme is designed to encourage the production and injection of biomethane. Since 01/01/2026, it has required gas suppliers to provide a number of BPCs proportional to their customers' consumption levels. Suppliers can fulfil this obligation either by producing the injected biomethane themselves, or by acquiring certificates from biomethane producers. The BPC obligations have a time horizon up to 2028.

" As the investment horizon for a biomethane production project is typically 10 to 15 years, an extension beyond 2028 of the BPC return obligation is necessary to provide visibility for the industry and enable the financing of new biomethane production projects for injection under CPB", states the French Ministry of Ecological Transition.
