EU ETS: NGOs call on the College to preserve"the invalidation clause of the Market stability reserve"

"We call on the College of Commissioners to preserve the invalidation clause of the ETS Market Stability Reserve and uphold a market-based price signal for carbon emissions that drives investment and innovation, while maintaining environmental integrity", declare NGOs in a joint-letter, addressed to Ursula von der Leyen, president of the European Commission, and the College of Commissioners, on 25/03/2026.

In the text, CAN Europe, WWF and Carbon Market Watch, express their "concern about the announcement on 19/03/2026 that the European Commission would unveil far-reaching changes to the EU ETS Market Stability Reserve".

The Commission's goal to “increase the firepower of the MSR” "preempts and undermines the upcoming reviews of the EU ETS and the MSR this summer, while there has been no impact assessment to determine whether such measures are needed in the first place".

According to the signatories, the MSR is yet "one of the ETS’ most powerful mechanism. It ensures that auction revenue "is reliably distributed to Member States to support climate innovation and clean production today"…
