CAP reform: NGOs file complaint with Ombusdwoman against the European Commission

The European Environmental Bureau (EEB) has lodged a formal complaint against the European Commission with the European Ombudswoman, announces the network of environmental NGOs on 18/03/2026. EEB criticized the Commission handling of the proposals for the National and Regional Partnership and the Common Agriculture Policy for the 2028-2034 period (next MFF).
Among the identified maladministration :
• "failure to conduct an adequate impact assessment or demonstrate that decisions were based on the best available evidence;
• failure to carry out a climate consistency assessment, as required by the EU Climate Law ;
• and failure to organise a dedicated public consultation on the CAP".

The EEB also points out "a failure by the Commission to respect the Better Regulation Guidelines when preparing any proposal" and warns "that this lack of due diligence leaves policymakers and citizens in the dark about the consequences for farmers, rural communities, and the environment."
