ENVI Committee: approval of the circularity requirements and end-of-life vehicles proposition

The ENVI Committee of the Parliament has adopted the provisional agreement on circularity requirements for vehicle design and on management of end-of-life vehicles, on 25/02/2026, during an joint session with Internal Market and Consumer Protection (IMCO) Committee in Brussels.

96 members voted in favour, 20 against and 4 abstentions.

The amending regulation will repeal and replace the 3R type-approval (Reusability, Recyclability and Recoverability) and End-of-Life Vehicles (ELV) Directives.

According to one of the co-rapporteur, Jens Gesieke (Christian Democrats) : "We have a good report here. We have looked at the level of ambition that the Commission had, and we have adapted that to the industrial reality".

"We don't want to overburden companies, and it was important for us to really focus on innovation an the future", he said.

Furthermore, Jens Gesieke has also announced a future "plenary debate in April 2026 in Strasbourg".
