Maritime transport: publication of the rules relating to the FuelEU database

"The rules on access rights and the functional and technical specifications, including notification rules and filtering, of the FuelEU database", which is based primarily on the THETIS-MRV system, are set out in an implementing regulation published in the Official Journal of the EU on 24/02/2026.

Under the regulation on renewable and low-carbon fuels for maritime transport, the aim is "to increase the use of these fuels and of alternative energy sources throughout the Union".

The rule imposes "a limitation on the GHG intensity of energy used on board a ship bound for or leaving a port under the jurisdiction of a Member State or within such a port, and an obligation to use shore-side electricity or zero-emission technology in ports under the jurisdiction of a Member State".

The objective of the FuelEU database is to ensure compliance of ship monitoring and to reduce the administrative burden on shipping companies, auditors and other stakeholders.
