EC: Call for feedback on national climate targets and international carbon credits open until 04/05/2026

The European Commission has launched a call for evidence ('Have your say') and a public consultation on the national targets and flexibilities allowed under the EU Climate Policy Framework after 2030 on 09/02/2026. Both calls will be open for the general public and stakeholders until 04/05/2026.

"This initiative will consider how national climate targets can incentivise action and ensure achievement of the EU 2040 climate target, including flexibilities and EU enabling measures", explains the Commission in its introduction to this consultation.

As part of the amendment of the European Climate Law, the Commission plans to propose a regulation to include national targets and flexibilities in the EU Climate Policy Framework after 2030, including the 2040 climate targets. Key measures may include revising the Effort Sharing Regulation and the LULUCF (land use, land use change and forestry) Regulation, using international carbon credits to reach the 2040 goals, and reviewing the Governance Regulation (the rules for planning, reporting and monitoring).
