Bpifrance: update of the framework for green bonds emissions, in line with the European taxonomy

Bpifrance has updated its general framework for green bonds emissions, which is now "100% aligned with the European taxonomy, enabling us to issue an EU Green Bond from March 2026", announced Nicolas Dufourcq, Chief Executive Officer of the French public investment bank, on 27/01/2026.

Green bonds are "loans issued on the market by a company or a public entity to investors to enable it to finance its projects contributing to the ecological transition", according to the French Ministry of Ecological Transition.

Since Bpifrance issued its framework in 2021, "four green bonds have been issued for €6.5bn in outstandings". The updated framework "offers investors exposure to assets that are fully aligned in terms of taxonomy", thereby strengthening "the impact of green finance on the economy".

Nicolas Dufourcq points out that "Bpifrance thus becomes the first French bank to equip itself with such a tool and the third French issuer to join this market".

The updated reference framework introduces five new categories eligible for loans:
• waste management;
• clean mobility;
• green industry;
