Twenty European industry associations, including EUROMETAL, the body for steel, tube and metal distribution, have signed a joint statement with the trade union federation industriAll Europe. Published on 19 October 2026, it urges EU lawmakers to extend the Carbon Border Adjustment Mechanism (CBAM) as widely as possible to downstream products.

The statement was issued ahead of the first political trilogue on CBAM extension between Parliament, Council and Commission on 20 October 2026. Prior to the trilogue, the three institutions had proposed different numbers of downstream products: the Commission had proposed 180 products; the Council around 200; and the Parliament proposed a list of 457 products on 15 September 2026.

The signatories’ argument rests on the phase-out of free allowances…
