Zero Waste France: "The rules of the game are the same for everyone, but the resources are not" (report)

Packaging lobbying is heavily tilted towards industry, and it is producing concrete results in law, according to a report published on 7 October 2026 by Zero Waste France. Titled "Le lobbying décomplexé des industriels de l'emballage" (The unabashed lobbying of the packaging industry), it maps who shapes French packaging rules and with what resources.

The report starts from the 125 organisations whose declarations to the HATVP, France's transparency register, mention packaging. It then analyses 11 of them in depth, selected on the share of their declared activity devoted to packaging and its volume, using 2024-2025 data.
