MFF 2028-2034: 48 organisations call on EU to put biodiversity at the core of its external action

48 organisations call on the Council's Irish Presidency and Member States to ensure that the 2028-2034 Multiannual Financial Framework (MFF) reflects the scale of the global biodiversity and climate crises, in a joint letter sent on 6 October 2026.

As negotiations on the next MFF 2028-2034 enter a “critical phase”, the organisations, including WWF, BirdLife, and Europe Jacques Delors, call for protecting the ambition of the Global Europe Instrument and ensuring biodiversity is firmly embedded in EU external action.

According to the coalition, three commitments are needed :
• raise the Global Europe Instrument’s climate and environmental spending target to at least 50%, with a minimum of 15% dedicated to biodiversity;
• protect the overall Global Europe budget from further cuts;
