Draft EU budget 2027: EP Budgets Committee adopt its position “restoring Council's cuts”; +85M€ for LIFE

The Budget Committee adopted its position on the draft 2027 EU budget, backing increased funding for several programmes, notably for climate change adaptation.

On 5 October 2026, the Committee voted for “a strong Parliament position,” Nils Ušakovs (S&D), general rapporteur for section III (Commission), said, to restore Council's cuts of €1Bn in commitments and €501.8M in payments.

Thereby, key increases in commitment appropriations, on top of the draft EU 2027 budget proposed by the Commission in June 2026, include, among others:

• LIFE programme : +85M, including +25M€ for the clean energy transition, and +51M€ for nature and biodiversity ;
• Civil Protection Mechanism: +€80M ;

According to the MEPs, dedicated instruments should be used to cover the costs of financing the NextGeneration EU…
