Stockholm 1st and Paris 2nd in a European ranking on the decarbonisation of district heating (Greenpeace)

Stockholm tops the list, with a score of 91.8 per cent, whilst Paris comes second (score of 83.5/100) in a ranking of 15 major European cities on phasing out fossil fuels in building heating, according to a Greenpeace report published on 6 October 2026.

Stockholm combines extremely low direct consumption of fossil fuels with a well-developed district heating network. However, its heavy reliance on waste incineration, including fossil-based plastics, means its district heating network cannot be considered entirely renewable or fossil-fuel-free.

Paris owes its ranking to a rapid decline in emissions from buildings linked to the direct use of fossil fuels. Investment in the district heating network, robust funding and social safeguards also contribute to the French capital’s strong…
