ETS: the Commission welcomes the ENVI draft reports but expresses concerns, notably on conditionality

“We need to improve the ETS to address four of the biggest challenges of our time: climate change, competitiveness and jobs, energy prices and resilience. To do that, there is one clear answer: invest in clean domestic energy,” said Jessica Polfjärd (EPP), on behalf of the rapporteur Peter Liese.

On 1 October 2026, she presented two draft reports regarding the ETS review to the European Parliament ENVI Committee, during an ordinary meeting in Brussels.

According to her, those investments need to be supported by ETS revenues, that Member Member States need to use “much more effectively. They need to be challenged to do more”.

Globally, compared to the Commission's proposal, which the rapporteur considers “essentially balanced”, the draft reports also suggest to adapt a current scheme and…
