COP31: adoption of the priorities ahead of Antalya climate summit by the ENVI Committee

The draft resolution on the European Parliament’s priorities ahead of the COP31 Antalya climate summit, was adopted by the ENVI Committee, by 50 votes to 16 and with 3 abstentions, during an ordinary meeting in Brussels on 1 October 2026.

The text calls on all parties for a faster fossil fuel phase-out, to advance the transition roadmap, and for the EU to “take a leading role in the negotiations towards a fossil fuel non-proliferation treaty and for time-bound plans”.

On climate finance, MEPs stressed that the gap between needs and what is currently being provided is significant and growing, and called for it to be addressed urgently.

They also warned against double-counting or re-categorising existing funds to meet the new collective quantified goal on climate finance (NCQG). According to…
