Green claims: EEB calls on all member states to transpose the Empowering Consumers Directive

The European Environmental Bureau calls on all EU governments to transpose and start applying the new rules under the Empowering Consumers Directive in the Green Transition, “with no further delay”, it said on 28 September 2026.

As the directive came into effect on 27 September, the EEB underlined that “two years from its adoption, too many Member States are late at integrating the Directive into national law, delaying the benefits the law can bring to national consumers”.

Member States had until 27 March 2026 to transpose the Directive into their national law. The Commission sent a letter of formal notice to 20 laggards member states on 20 May 2026, urging them to transpose within the next two months. As of 27 September 2026, only seven countries had duly transposed: Germany, Italy…
