EIB: a €100M loan to help the Lithuanian port of Klaipeda to become dual-use defence and clean-energy hub

The European Investment Bank is providing a €100M loan to help transform Klaipeda, Lithuania's largest seaport, into a dual-use defence and clean-energy hub, it announced on 15 September 2026.

The financing will cover roughly half of the port's €201M investment programme, with the remainder coming from the European Union, national sources and other institutions.

The project includes shoreside electricity supply for ferries, green-hydrogen production and refuelling infrastructure, low-emission port vessels, upgraded quays for offshore wind development, dredging works and reinforced breakwaters.

As part of the EU's core Trans-European Transport Network (TEN-T), the port of Klaipeda will be able to position itself as a logistics hub for the deployment and maintenance of offshore wind farms…
