The third National Low-Carbon Strategy (SNBC 3) was adopted by a decree of the Ministry for Ecological Transition, Biodiversity and International Climate and Nature Negotiations dated 16 July 2026, published in the Official Journal on 18 July 2026.

This roadmap sets out the path towards a carbon-neutral France by 2050. A draft had been published in December 2025, prior to being put out for public consultation. The final text retains the seven initial strategic objectives: to reduce emissions by 50 per cent by 2030, to achieve carbon neutrality by 2050, to ensure energy sovereignty and phase out fossil fuels, to reduce final energy consumption, consolidate natural carbon sinks, reduce France’s carbon footprint, and ensure a fair and socio-economically sustainable transition.
