EU ETS revision : "a more business-friendly approach, covering more sectors" (Commission's proposal)

"Today's proposal sets a trajectory that is fully in line with the 90% target set under EU's 2040 climate goals. We are adopting a more business-friendly approach, which will cover three more sectors (waste incineration, maritime and aviation), helping to drive the clean transition across the economy", said Wopke Hoekstra, Commissioner for Climate, Net Zero and Clean Growth, during the presentation of the ETS revision, on 17/07/2026.

In addition to the climate target, the revised system aims to reconcile two others objectives — reinforcing energy independence and protecting industrial competitiveness — while channeling investment and innovation in ways that reward frontrunners without abandoning sectors that still need to catch up.
