"We recommend a genuine democratic reclaiming of climate diplomacy, starting with the drafting of a doctrine set out in a single document. We call for a debate to be held prior to each COP, so that elected representatives can monitor and contribute to the progress of negotiations and the setting of targets,” said Teva Rohfritsch, Senator for French Polynesia and rapporteur for the Senate’s fact-finding mission entitled “Climate diplomacy put to the test in a world under strain”, during the presentation of the conclusions on 9 July 2026.

As part of the preparation of this report, 32 hearings were held, leading to the formulation of 34 recommendations to ensure that France “remains at the forefront”.
