Joël Hamann has been appointed diplomatic adviser for maritime and inland waterway transport and ports in the office of Philippe Tabarot, Minister for Transport, with effect from 11 May 2026, by a decree published in the Official Journal on 4 July.

Having served as a diplomatic adviser to Philippe Tabarot since 2 January 2025, Joël Hamann has seen his remit gradually expanded: to maritime transport in October 2025, then to inland waterway transport and ports in July 2026. He had already been serving as a diplomatic adviser to ministers in the Roquelaure portfolio since August 2022. In particular, he served as diplomatic adviser to Fabrice Loher, Minister of State for the Sea and Fisheries, in the Barnier government.
