ENVI Committee calls for "the EU 2027 budget to maximize support for climate objectives" (draft opinion)

Pierfrancesco Maran (IT / S&D), rapporteur for opinion and chair of the European Parliament’s Environment (ENVI) Committee, has called for 'the EU’s 2027 budget to prioritize maximum support for the bloc’s climate, biodiversity, and environmental objectives'.

Speaking during an ordinary meeting on July 2, 2026, he stressed that 'the EU must not only uphold ambitious spending targets for climate and biodiversity but also ensure these expenditures are transparently tracked and effectively monitored'. Maran emphasized that the final annual budget under the current Multiannual Financial Framework (2021-2027) should prioritize climate action, nature protection and restoration, pollution reduction, circularity, water resilience, and food safety.

While the opinion advocates for “adequate financial” support, it also expresses regret that biodiversity expenditure “remains below the 10% ambition for 2027.” The Commission and member states are urged to “redirect commitments towards biodiversity-relevant measures to achieve this objective.”
