Climate adaptation: "Governments cover barely 10% of financing needs" (Oxfam)

"Governments are covering barely 10% of climate adaptation funding needs, leaving people in vulnerable communities dramatically under-equipped to cope with the devastating consequences of the climate crisis", says Oxfam, 02/06/2026.

On the eve of the interim climate negotiations in Bonn, organised by the United Nations Framework Convention on Climate Change (UNFCCC) from 08 to 18/06, "leaders must tackle the unequal concentration of wealth and power", says Mariana Paoli, climate officer at Oxfam.

She adds that "for too long, governments have protected an ultra-rich elite whose massive emissions and investments in polluting industries are holding back climate action".

According to OECD data, by 2024, "governments had mobilised $32 Bn in public funding for adaptation, around 90% less than the estimated €310-365 Bn needed for developing countries by 2035. To close this gap, rich countries would have to multiply by ten the funding specifically earmarked for adaptation".
