Spain: €9bn for the national Social Climate Plan

The Social Climate Plan announced by Spanish Prime Minister Pedro Sánchez on 25/05/2026 has a budget of €9 bn. 4.7 bn will be mobilised to help the most vulnerable households join the energy transition and €4.3 bn to modernise and decarbonise mobility.

The plan is co-financed by the European Social Fund for the Climate (endowed with €65 bn by the Commission for the period 2026-2032), aimed at supporting citizens in the face of the extension of the ETS to transport and residential buildings, and 25% by the Spanish State. All EU member states were due to submit their National Social Climate Plans to the Commission by 30 June 2025, and Spain is, to date, the second country to do so, after Sweden.
