"We are significantly lagging behind the SNBC (French national low-carbon strategy) targets of 577,000 annual heat pumps (HPs) by 2030 (excluding air-to-air HPs)," stated the ecological planning assessment, taken from the 5th meeting of the CPE (Conseil de Planification Ecologique) chaired by French President Emmanuel Macron on 19/05/2026.

" On the other hand, sales of gas boilers are holding steady. We need to make the installation of heat pumps more widespread when changing heating systems for single-family homes. We also need to develop collective heat pumps for collective housing, as a complement to heating networks."

The report notes that "direct emissions from buildings have fallen significantly since 2017, but the 2030 target remains very ambitious. Overall, emissions have stagnated over the last three years. The energy crisis and the sobriety plan had led to a significant reduction in consumption in 2022 and 2023, and therefore to substantial reductions in emissions, despite the fact that the rate at which fossil-fired boilers are being phased out and major renovations…
