EC: Implementing Regulation 2026/1063 imposing a provisional anti-dumping duty on PET spunbond from PRC

The Commission Implementing Regulation (EU) 2026/1063, published on 13/05/2026, imposes provisional anti-dumping duties on PET Spunbond imports from China. PET Spunbond is a non-woven highly resistant polyester fabric used in agriculture (crop covers), construction (roofing membranes), and packaging (shopping bags).

Based on Regulation (EU) 2016/1036, the measure follows an investigation, which had been launched on 15/09/2025, at the request of Freudenberg Performance Materials and Johns Manville, the sole Union producers of PET Spunbond.

Findings of the investigation confirmed dumping practices from Chinese exporters (below-cost exports), which caused injury to the EU industry via price undercutting and lost market share.

The duty rates apply as follows:
•Hubei Unibon Nonwovens Co Ltd: 45.6%
•Tiandingfeng Nonwovens Co Ltd: 50.0%
•Other cooperating firms: 49.4%
•All other Chinese imports: 50.0%
