Circular economy: "adequate aid intensities is essential to deliver" (Recycling Europe)

In the context of the planned revision of the General Block Exemption Regulation (GBER) by the Commission, Recycling Europe, the lobby of the recycling sector in Brussels, raises "serious concern over any reduction in aid intensities for circular economy projects", it declares on 06/05/2026.

The General Block Exemption Regulation frames the conditions of attribution of State aids, in particular so that Member States can provide aids in certain areas without the European Commission's approval. On 25/02/2026, the Commission launched an 8-week consultation to revise the GBER, which is planned for adoption at the end of 2026. 282 feedbacks were received.

For the recycling industry representative, "to be effective, the revised GBER framework must fully recognise the strategic role of recycling in delivering decarbonisation, resource security, and competitiveness in the EU."
