Nitrogen fertilisers: a draft bill to ensure France's self-sufficiency in carbon-free production

A draft bill aimed at ensuring France’s strategic self-sufficiency in the carbon-free production of nitrogen fertilisers was tabled by the Deputy Vincent Trébuchet (UDR, Ardèche) in the French National Assembly, on 28/04/2026.

"The only coherent response is to rapidly create carbon-free, self-sufficient and sustainable industrial capacity in France for the production of strategic agricultural inputs. It's a question of reducing our dependence on outside sources and securing supplies for farms, in order to give France back some industrial and agricultural room for manoeuvre", he says in his explanatory memorandum.

The draft bill contains a single article aimed at recognising, under strict conditions, that certain industrial plant projects, the main purpose of which is the production of nitrogen fertilisers for agriculture, may be presumed to meet an imperative reason of overriding public interest.
