FR / ETS: changes to the list of operators of installations authorised to emit GHGs

The purpose of the Order of 30/03/2026 published in the Journal Officiel on 23/04/2026 is to amend the list of operators of installations subject to authorisation for GHG emissions and the amount of emission allowances allocated free of charge to operators of installations that have applied for them, for the period 2021-2025. It will come into force on 24/04/2026.

The aim is to
• to take account of changes in the operators and/or names of companies operating installations;
• to integrate new entrant installations and allocate free allowances to new entrants;
• to update the identification numbers of certain installations;
• Correcting the names of installations and operators;
• Providing for reduced or increased allowances for installations whose allocation has been adjusted following the declaration of activity levels for these installations, due to changes in the basic data for these installations or due to the splitting up of installations.
