Environment and climate in the next MFF: "Negotiations haven't been easy" (Rasmus Nordqvist, Greens MEP)

"Negotiations have not been easy" within the European Parliament on the next multifinancial framework (MFF) for 2028 to 2034, declares Rasmus Nordqvist, Danish MEP and shadow rapporteur for the Greens/EFA on 21/04/2026.

For his group, who was actually in charge of the climate and environment budget allocations at Parliament level, the architecture of the next MFF was crucial, as well as the increase in the overall budget (+10% compared to the Commission's proposal). "The architecture decides the spending, then the regulations set how to achieve these priorities", the Green MEP explains.

There were two key discussions in the negotiations for the Greens: one included the "rule of law" (the respect of the EU principles) conditionality, which now aims to apply to the whole MFF. This means that a Member State that does not respect this principle cannot access the funding.

The other aspect is the tracking of the money, for example, to make sure the "green" spending in the budget actually contributes to environmental goals. Rasmus Nordqvist emphasises the importance of the Performance…
