"More than €33bn in green loans have been granted over the period 2014-2024" (Cour des Comptes / France)

"More than €33 billion in green loans were granted over the period 2014-2024, not including refinancing granted to commercial banks", says a report by the French Court of Auditors on public loans used to finance environmental initiatives, published on 09/04/2026. "The distribution of green loans by public banks has seen significant growth in recent years, driven in particular by the local public sector and the greater attractiveness of loans backed by Livret A passbook savings accounts."

Based on the various schemes available to businesses and local authorities, the report seeks to determine whether:

• The dynamic of green loans granted by public banks is in line with the financing needs of the ecological transition;
• The public financial sector has a coherent offering in terms of financing the transition;
• Green loans have a measurable impact.
