FR / Citepa: the slowdown in the fall in greenhouse gas emissions continues (2025 barometer)

The slowdown in the reduction in greenhouse gas emissions "is set to continue between 2024 and 2025, compared with what was seen in 2022 and 2023", according to the monthly emissions barometer for 2025 from the Centre interprofessionnel technique d'études de la pollution atmosphérique (Citepa), updated on 08/04/2026.

According to the data showing the trajectory over the last 12 months, the drop in GHG emissions between 2024 and 2025 is estimated at -1.5% excluding carbon sinks (i.e. 5.5Mt CO2e). The January 2026 estimates predicted a drop of -1.6%.

"This reduction follows on from emissions declines of 3.9% between 2021 and 2022, 6.8% between 2022 and 2023 and finally an estimated 1.8% between 2023 and 2024", says Citepa.

Despite this slowdown, the estimate shows a level of gross emissions (excluding carbon sinks) "of 364 Mt CO2e for the end of 2025, the lowest level observed since 1990".

According to Monique Barbut, French Minister for Ecological Transition, "the fall in emissions in 2025 is confirmed, but remains insufficient".
