FR / Climate action: "Taking account of the diversity and disparities across French regions" (HCC)

"Taking account of the diversity and disparities inherent in the territories in the national strategy is a key factor in the success of climate action", says the report by the High Council for the Climate (HCC) dedicated to climate policies in the territories, published on 03/04/2026.

In the territories, public policies in favour of the climate are "integrated into global planning or sectoral policies. They are carried out at different administrative levels, by groups of players", notes the HCC.

"Faced with this complexity, the effectiveness of climate action depends on a coherent integration of needs, objectives, means of action and monitoring systems, specific to the different sectoral and territorial configurations".

According to the HCC, it is also imperative to take account of the diversity of territorial situations and vulnerabilities, "which the impacts of climate change are likely to amplify according to the specific characteristics of the territories", which are unequally impacted. "The transition is urgent if we are to avoid widening territorial inequalities".
