"The SNBC takes on board the objectives of higher-level international, European and national texts. It breaks new ground in terms of carbon footprint. On the other hand, the rates of reduction in greenhouse gas emissions observed to date in each sector and according to the main guidelines are well below those that would enable these objectives to be met", stated the Environmental Authority in an opinion published on 27/03/2026.

The aim of the third SNBC, presented on 12/12/2025, is to "define a trajectory that should lead France to carbon neutrality by 2050 (national emissions less than or equal to the absorption in carbon sinks)", points out the Authority, which was consulted on 16/12.

"While the process of taking account of the Stratégie Nationale Bas Carbone (SNBC) is progressing in many plans and programmes, it does not have the tools to do so", it continues.
