FR: The HCC "salutes the publication of the SNBC 3" and identifies levers to "guarantee its credibility".

"We welcome the publication of the final draft of SNBC 3 (Stratégie Nationale Bas Carbone 3), which requires rapid adoption. It is an important document for guaranteeing the continuity of France's climate action towards achieving carbon neutrality. Nevertheless, the draft takes up some of the levers of the previous strategy, which did not enable us to achieve results commensurate with the objectives set", stated Jean-François Soussana, President of the French High Council for the Climate, on 12/03/2026.

He was speaking at the presentation of the HCC's opinion on the final draft of SNBC3 (published on 12/12/2025), "in response to a referral from the government". The opinion aims to assess "the coherence, ambition and credibility of the draft", and makes a number of recommendations.

"The credibility of the acceleration of the reduction in emissions arises after two years of very limited reductions in GHG emissions in France", comments scientist Valérie Masson-Delmotte, a member of the HCC.
