RED3: "Further work is required to achieve the 5% target for innovative renewable energy" (M. Tovar, FCA)

"There is still work to be done by Member States to operationalise the 5% target for deploying innovative renewable energy capacity as required by the RED III Directive. Financial mechanisms also need to be aligned with these technologies in order to move forward", said Magnolia Tovar, Director of Technologies and Impact at the climate innovation think tank Future Cleantech Architects (FCA), on 26/02/2026.

She was introducing the new FCA report to News Tank, entitled "The 5% opportunity: unlocking Europe's Innovation renewables", which analysed 10 EU National Energy and Climate Plans (NECPs).

The RED III Directive is the "most important renewable energy legislation with legally binding targets for Member States. Its latest revision includes a new incentive target by 2030 : 5% of the newly installed capacity needs to come from innovative renewables".

Besides mature technologies, such as solar power and wind power which are "widely deployed in Europe, there are also others that are very promising and innovative like, for example, geothermal heat or tidal energy. But they still need…
